Interesting blog about technology used in OPSEVAL's, from my neighbors to the north: Wyoming Wing.  All the solutions are readily available without the need to create our own solutions from scratch.

Did they use dropbox to share Google Earth KML files?

NJWG has an excellent Google Account network set up with mail (@njwg.cap.gov), a calendar, shared docs, sites, and all sorts of access to information we need. It is also free for non-profits. More here (http://captalk.net/index.php?topic=11244.msg206329#msg206329).
