You should be able to look at their 101 Card in OpsQuals.
Go to Operations Qualifications and click on "Single Member", then click the arrow next to your name and enter a CAPID or name.
You have read-only rights to all members but can only modify those at or below your echelon, and that depends on your duty assignment.
