When wearing the SDU with LS blues, is there a limit on how much of the LS blues sleeve can be seen?
And measuring for the coat sleeves, where would the heel of the thumb be?

AFI 36-2903, which is the USAF's version of 39-1, gets a lot more in depth about their uniforms than 39-1 does.

36-2903, para 4.9.1, regarding the length of the jacket sleeves:
QuoteWith arms hanging naturally, sleeves will end ¼ to ½ inch below the wrist. The bottom of the coat will extend 3 to 3 ½ inches below the top of the thigh.

36-2903, para 4.9.2, regarding the LS shirt:
QuoteWith arms hanging naturally, sleeves will end ¼ to ½ inch below the wrist, but not be visible below the sleeves of the service coat.

Here's the whole thing, should you need to waste an afternoon.
