There is a new CAPR60-1 out. It is Change 1 to the May 14 version. Some changes to the wind stuff and a few other "clarifications".
There was one change. That was it.
The only change was on page 19, and the sentence there changed from: "(4) For gliders have 100 flights as PIC or be a qualified CFIG." To: "(4) For gliders have 100 flights as PIC or hold at least an FAA commercial glider certificate." This is exactly the change that was authorized by the commander, and no more.

Better read it a bit more closely because they did have stuff in there about crosswind and tailwind limits.
They even highlight the changes in grey to make them easier to find...
Supposedly those changes were there in May and the committee overlooked the removal of the grey highlights. Here's the email from the national vice regarding the confusion.

Subject: 60-1 change
Region Commanders,
In Reference to the change to 60-1 that came out a few days ago, a few of you either called or email me about the change and not including you in the change process, well here the rest of the story. The only change was on page 19, and the sentence there changed from: "(4) For gliders have 100 flights as PIC or be a qualified CFIG." To: "(4) For gliders have 100 flights as PIC or hold at least an FAA commercial glider certificate."This is exactly the change that was authorized by the commander, and no more. This was the change the glider committee recommended, and you were briefed on this at the CSAG meeting. So really all notification requirements were followed. The other grayed items are EXACTLY the same grayed items as in the previous version.
The issue here is, we all saw the other grayed areas and assumed those were new changes. They were not – only paragraph 4 on page 19 changed, to liberalize who could qualify as a glider CFIG.The changed regulation should have removed the older grayed out items to remove the confusion about what changed. We will work to make sure only the CURRENT change is "grayed out." Sorry for any confusion. As always thank you for all you do and let me know if you have any questions.
Have a great holiday season.

They started that trend with the new CAP Brand Resource Guide (http://www.capmembers.com/media/cms/CAP_BrandBook_RD12__Revised_DA547E24B0F48.pdf), which clearly contradicts CAPR 10-1.
I think their thought was that since it's on the first line (graphic), they shouldn't add "Civil Air Patrol" a second time.
