Too bad its not true... "aliens" of various types have been allowed to join for quite some time.

When I was at MAWG HQ we had a number of foreign students from Harvard, MIT,, etc who were members of the local squadrons principally the Hanscomb AFB  Composite Squadron.

Not only is he not the first non-U.S. Citezen....he is also not a member of CAP....at least not legally.

I don't think he is covered under the SOFA ergo by our very own regulations he is ineligible to join.

I believe that the story is saying that he's a foreign national as opposed to a Resident Alien. Of course this would make him ineligible to join, as CAP regs specify only US Citizens and Resident Aliens can join.

Even U.S. citizens overseas cannot join overseas cadet squadrons.

Only people covered under the SOFA can join overseas squadrons.

FYI    Capt Harris is the past Commander of the Misawa Cadet Squadron, Misawa AB, Japan.

He might just know a thing or two about this stuff.

Foreign nationals can join - they just require a waiver.  I had a visiting ATC college student brought in as a S/M.  A bothersome process, but not impossible.

Mind you, it took so long I had to mail his FO epaulets to England because he landed a scholarship to the U of Liverpool and redeployed suddenly.  So it goes.

Back in the dark ages, when I was a squadron DCC, we had a kid join who was British.  His parents were here on work exchange programs with a local carpet manufacturer, and their son not only joined CAP as a cadet, he later enlisted in the US Army!  (He did have to become a citizen somewhere along the line, because he is one now.)

Ahhhhh! She said "United States Civil Air Patrol" ! The Legacy of Lord Voldemort and his death-eaters goes on even after he was vanquished!

We have a Canadian member of our Squadron ( who flew Mosquitos in WWII) who has been a member since dinosaurs walked the earth.  Maybe Canada is just considered "America light".....

The Chaplain in my unit is an English citizen, and a CAP Capt.  Maybe they should come do a story on him.....even though hes been in CAP about 10 years!

NHQ issues waivers to foreign nationals on case to case basis.

Being a legal resident or US citizen allows you to become a member without a waiver. A waiver may be issued for all others by NHQ if the person comes with recommendation, is in the US legally, and shows good character. Such waivers must first be approved by all lower level commanders, starting with squadron CC, group, wing, region and ending in national.

Does this happen often? No. It does happen though and this member isn't the first to do it.
