That's not entirely true.  His issue, at least publicly, is that CAP is a non-combatant and therefore should not be
funded via a combatant service.

That's odd. We're the U.S. Air Force Auxiliary. We perform non-combatant missions for the Air Force. Where does he want the funds to come from?

The U.S. Coast Guard, however, is a combatant force, albeit not directly under DoD unless directed by the president in times of war.
