What is a PT uniform?

Depends on squadron and activity.  Usually its a tshirt, shorts and athletic shoes. Some squads have a speacial tshirt, some just ask for black tshirt and shorts.  I know most summer encampments also include canteens and a headcover(bdu hat) as part of their pt uniform.

A uniform for physical training. Ground_Pounder provided a good description of what they are made up of.

Yup.  That's about it.  When I was C/CC, it was shorts or sweat pants that I got donated and issued to the cadets, accompanied by an ash gray "CIVIL AIR PATROL" t-shirt.
