Onboarding of new member and Level 1

I am wondering if anyone has onboarded a new Senior Member since the launch of the new PD. I seem to be having issues with getting the CPPT done and the member onboarded. E-services will not allow them to do CPPT without completion of level 1, however when the member tries to go to the PD section and register for a cohort, it does not even show any of the PD levels available. Am I missing something?
