Recruiting and retention Tech rating.

  Does anyone know if you have to have 2 years in CAP to get your tech rating in recruiting and retention??

IAW CAPP 226 - yes.

In addition to other requirements, you need two years in CAP as a cadet, senior, or a combination of both, a 6-month internship, and a Technician rating in some other specialty track.

According to CAPP 226......

3. PERFORMANCE REQUIREMENTS:
a. Two consecutive years membership in Civil Air Patrol as cadet, senior, or a combination of both.


So from that, I would say yes.

That is a sort of odd requirement.  I'm assuming it is there on the principle that you want someone doing your recruiting who really knows CAP well and has been in it for a while.  However, that same principle could apply to other specialty tracks equally well -- Public Affairs in particular (not that we need to add even more time requirements to that specialty).

There is also a requirement to have an ES qual, AE qual and CP qual IIRC.

The idea is that by having experince in the all aspects of CAP you would be better prepared to sell it to new members and help keep members who may be burned out.
