Where can I get a copy of FEMA SOP 9347.1-PR ?

Holding Pattern

Civil Air Patrol Support in Disasters - A Standard Operating Procedure, 9347.1-PR was a FEMA document that was referenced in a historical CAPR 60-3.

SHS

It was a 1997 SOP and hasn't been in use for at least a dozen years. It's out of print.

I did acknowledge it is a historical document. Still looking for it though.

They do, along with other government agencies.  The question is where.  It may be located in the National Archives or one of the Federal Depository Libraries.

Even though this SOP is old and somewhat outdated, given the content, there are FOUO considerations to posting it. As an analogy, if you had an old list of CAP frequencies, even if the sheet weren't current anymore, you still wouldn't post them.

FOREWORD

This Standard Operating Procedure (SOP) has been prepared to standardize Federal
Emergency Management Agency (FEMA) procedures nationwide for requesting Civil Air
Patrol (CAP) support for Federal operations in a major disaster or emergency,
conducted under the Federal Response Plan (FRP). These procedures will also be
used to request CAP support and participation in national and regional planning,
training, and exercise activities.

The Civil Air Patrol is a long-standing partner with FEMA providing aviation support in
peace and war. The CAP has, for decades, stood as our partner during the Cold War
and was prepared to provide rapid overflights of damaged areas for both visual damage
assessment and assessment of radiological levels after a nuclear attack. More recently,
the CAP has worked with FEMA and the Federal Aviation Administration to transform
the old State and Regional Defense Airlift Planning concept into a new State and
Regional Disaster Airlift Planning concept. The new concept emphasizes State plans to
provide damage assessment overflights, search and rescue services, and airlift of
critical supplies, equipment, and personnel in support of civil disaster operations in the
United States and its territories.

While the Civil Air Patrol can be accessed though the Department of Defense as one
element of a large array of DoD assets, the new FEMA/CAP Memorandum of
Understanding (MOU) provides more direct access and permits a faster response by
CAP. The provisions of the FEMA/CAP MOU are implemented by this standard
operating procedure. All FEMA Regions and field installations are directed to utilize
these procedures to request Civil Air Patrol services to ensure coordinated tasking,
national-level tracking, and to standardize funding and payment procedures for the
services.

I. INTRODUCTION AND PURPOSE

This Standard Operating Procedure (SOP) implements and clarifies procedures
provided in the FEMA/CAP Memorandum of Understanding signed by the National
Commander of the Civil Air Patrol (CAP) and the Director, Federal Emergency
Management Agency, on August 10, 1996. The MOU establishes a protocol for
tasking the CAP to support Federal disaster operations, and FEMA planning
activities and exercises. It is to be followed by all FEMA personnel in the regions,
field installations, and Headquarters (HQ), who are involved in requesting or
coordinating CAP support. This SOP also provides supplemental instructions on
how to process CAP funding documents, billings, and payments to ensure
standardization across the Agency.

Because of the low cost and rapid response capability of the CAP as opposed to
more expensive Federal, DoD, and commercial assets, their use is recommended in
any disaster situation where CAP assets can fulfill the requirements. The FEMA
regions are strongly encouraged to include CAP regional personnel in planning,
preparation, and exercise activities. This will facilitate a rapid response, seamless
coordination, and will ensure mutual understanding of the respective capabilities and
operating practices among CAP and FEMA managers.

Section III that follows provides information on how to arrange and pay for CAP
involvement in planning and exercise activities during non-disaster preparedness.
Section IV provides specific procedures for tasking, coordinating, funding, and
paying CAP for disaster and non-disaster missions. The procedures in this SOP are
consistent with the provisions of the FEMA/CAP MOU but provide more procedural
details and forms for clarification and ease of execution. The procedures have been
reviewed and approved by appropriate FEMA entities including the Office of
Financial Management and the Operations and Planning Division, Response and
Recovery Directorate.
