Are you referring to the 15th of January? 15th of March? Here's how it works.

1.  Apply for NCSAs, using the module in eServices. Deadline is January 15th. No exceptions.
2.  NCSA Review Boards (Optional.)
3.  NCSA slotting process. You'll find out which ones you've been selected for on March 15th, or shortly thereafter.
4.  Pay activity fees and complete any supplementary requirements. In the case of PJOC, you need to take the PJOC fitness test. Deadline for all fees to be paid and all requirements fulfilled is April 15th.
5.  Attend NCSA, gain new experiences and earn a pretty ribbon.

I hope this answers your question.
