From I-300: the resources unit maintains a status-keeping system indicating current location and status of all resources. The position task book for the RESL/RUL goes into more detail: Set up and maintain resource status system (e.g., status cards, automated system) to reflect the function, organization, status, and location of resources on the incident.

As a PSC in the world outside of CAP, I can say that the latter statement is indeed what is expected of the resources unit. While ICS is a framework and an agency can tweak it as needed, that tweaking shouldn't stray too far from the basics. We will have to wait and see what CAP does with the RUL and SUL positions.
