Title: Break in service - Level 1 requirements?

When I joined a few years back, my mentor was a former USAF navigator. The guy was wired tight and got me up to speed well. A couple of years ago, family obligations convinced him to step away from CAP. Now he is considering a return and has asked me - his presumptive unit's PDO - what the training will entail; does he need to go all the way back to square 1? He would be a huge asset, but I couldn't find an answer to his question in CAPR 50-17. Is there another pub I should be looking through?

If he's been gone more then 2 years, he'll need to complete all the PD, new fingerprint card, the
works. His old CAPID and any permanent awards should be still applicable.

See 50-17, Page 12.

But if he left active duty under honorable conditions he should be able to come back in at the same grade he held when he left (up to Lt Col).

Sorta - if it's more then two years he'd need still come in as a SM and then have to request
reinstatement (up to the new PD allowances), or promotion to his military equivalent (up the full chain).

Also, OP asked about training - presumably he had some aircrew rating, etc. More then two years
means all OPS Quals would be in training level at best, and possibly starting over.

Perhaps I should have been more specific. He is eligible for his highest military grade.

I don't think having to do level 1 again is bad news.

Eh...for a former Air Force major, watching videos about when you salute and why must be pretty rough. I know, I know, rules are rules, but this might be enough nuisance to push a great member from coming back. Just seems a little wrongheaded.

Agreed. Level I has changed a bit since he left, and maybe since you joined. Most of the "teaching" is online, and is very different from the olde videos we used to have.

^ The summary conversation is a critical part of Level 1 overlooked or ignored and
that cause a lot of the "understanding" issues with new members.

Not only is it supposed to reinforce national policies and regulations, but
its the most important time to set the tone about local execution and how the things
actually work.

If this is what you think Level 1 is then maybe you might want to view the course yourself.
Giving new or returning members current info is always the best.

Hal, as the unit's PDO you should have a better understanding of what Level 1 entails. Any time a member is gone for 2+ years they will need to do Level 1 over again, regardless of previous grade, training or PD level. If, on the other hand, he went on a leave but still kept his membership current, he would be exactly where he was when he left, with the exception of safety currency, Cadet Protection, Ops Quals and a few other odds and ends. As someone else said, doing level 1 over again is a bit of a pain but shouldn't be a deal breaker for anyone who truly wants to be in the program.
