Reinstatement of Rank

Question.

I was promoted Major prior to leaving the organization in 2010.

New regs state I have to be Level 4 Complete to apply to get it back.

If I take Captain (Level 3 Complete) does that reset TIG to make Major?

Yes. You don't actually have the option to be reinstated as a major as in order to do that
you have to meet the current standards.

So the highest you can go for is Captain, and then you have 4 years for Major.

I'm sure you've already read this, but for those scoring at home...

"3.8. Former Members. A former member may be reinstated to the same grade held prior to voluntary
membership termination, provided he or she qualifies for that grade under current criteria (including
applicable professional development criteria). Requests for former member grade reinstatements for
those members rejoining with a two year or less break in service may be based on the grandfathered duty
performance promotion requirements until 11 August 2018. A recommendation for such reinstatement
is neither automatic nor mandatory. If approved, the appointment will not be retroactive and the date of
grade will be the date validated by National Headquarters upon reinstatement."


In your case you would have had to rejoin and backpay the 2 years in 2012.

I got my answer.

I have applied to have Captain reinstated.  Once I complete Level 4 I will be promotable to Major with existing TIG from before i left in 2010

I would double check that. As Eclipse quoted below

According to that your date of grade would be when the reinstatement was approved or processed by NHQ and that would start the new TIG for Maj (4 years) from that point.

You might consider what it would take to finish Level IV and then apply for reinstatement to Major. My $0.02

So in re-reading all of this, I hadn't accounted for your already having 4+ years as a Captain in the bank, or accruing it
while working towards LIV. There's nothing in 35-5 that says the clock restarts.

Interesting as I have a member in my group going through this now.

He was promoted to Lt Col in the mid-90s. He left CAP (didn't renew) in 2012 and rejoined in 2019 as a Senior Member. Although his rank is "Senior Member" it shows his promotion date to Lt Col back in the 90s.

A CAPF2 has been signed by the Wing Commander for rank reinstatement to MAJOR and sent to NHQ. We are awaiting it to show in eServices. But it's interesting that it'll show his current rank as MAJOR, but his promotion dates will be 20+ years in the past.

I have been inactive since 2012-2013. But over all those years, I kept renewing my membership and paying my dues every December. I have a ton of catching up to do to regain my quals, and I still have to complete Level IV, but I was a Major in 2012, I'm a Major in 2020. because I never let my membership lapse. And this is why.

So if you are a Lt Col, and fail to pay your renewal at the end of the month, you may find that on the 3rd of the next month you will be a SM, with the best possibility that you "may" be advanced to Major by applying?

What a screwy turn of events.

I'm due to renew by the end of the week, and I'm tempted to test this.

Well, theres really not much to lose, is there? The system seemingly won't cancel my 101 ratings... just the pretend rank. I haven't been a Major since I was twenty nine. Even then, at the time, the MD Wing Chief of Staff just dropped my promotion action in my lap without a word or ceremony, believing as he did that it was "unseemly". CAP has such a bad, bad track record of how we treat people with regard to these honorary military grades.


It just seems fairly stupid to have allowed this situation to develop, in an organization which exhibits such hand-twisting over recruiting and retention, to slap members in the face for not automatically reinstating a legit, preexisting grade.  So you want to attract, retain, and welcome back members who have evidently exhibited some level of performance (either through CAP or more so, via active duty equivalency)?


Don't treat members this way, CAP.

I haven't personally tested this - or paid close enough attention to see how e-services handles this automatically, however, the membership renewal period is 60 days prior and 180 days following the membership expiration date (CAPR 39-2). So as long as you renew within the 180 day period, on paper, there has been no break-in-service, so you should remain at your current grade.  (as a note: during this 180 period you are not a member and can't participate in anything unless you renew). There is also an option to retroactively renew within 2 years, as long as you pay all back dues, in which case, on paper, there was no break-in-service. By policy (39-2) - in either of these cases members "retain their CAP grade and their records reflect continuous service."

If I were to make a recommendation to a returning member who is still within the two year period, it would be to take the retoractive option (at the additional cost) instead of re-joning and requesting a reinstatment as a former member.

I can say for sure that rejoining and back-paying the 2 years restores everything
non-Ops to its former glory with no issues.

Had someone recently who did it in their 23rd month.
