Hello,
I just achieved my Technician Rating, I am trying to find the form to fill out to Achieve the Leadership Ribbon. I was reading in CAP 50-17 it states to fill out an Form 2a in section VII. There is only VI sections. I'm Confused?

It's probably a typo. Use section VI, Remarks, to annotate the required data.

That said, this form is mostly for your personal and local personnel records. eServices doesn't record the Leadership Award per se, but your Specialty Track Technician Rating is proof that you earned the award. I would print this report from eServices as well.

Per, CAPR 50-17 (CHANGE 1, EFFECTIVE 1 JANUARY 2014), you mean a CAPF 24, right? 

4-7. Benjamin O. Davis Jr. Award. Completion of Level II results in the award of the Benjamin
O. Davis Jr. Award. Upon completion of all Level II training requirements, the unit's PDO records
the data on the member's CAPF 45. Additionally, the unit PDO completes CAPF 24, item 8;
afterwards, the unit commander signs the form, retains a copy, and forwards the original to
NHQ/DPR. When approved, NHQ/DPR mails the Benjamin O. Davis Jr. Award certificate to the
unit for subsequent presentation to the recipient by the unit commander


No; earning a first technician rating in a specialty track and therefore being entitled to award of the Leadership Ribbon is not the same thing as completion of Level II of the Senior Member Professional Development Program.


CAPF 2A is still the proper form to use to request award of the leadership ribbon.  For Doc, just add in the Form 2A remarks section details like the specialty track you earned and date it was awarded. You could also reference the CAPR 39-3 citation for leadership ribbon.  I usually write something in the remarks section such as: "In accordance with CAPR 39-3, Section 15(b), the leadership award is earned when the member successfully completes a technician rating in a training specialty. Effective 32 February 2014, the above named member earned a technician rating in the Cadet Programs specialty track. Award of the leadership ribbon is requested."

Technician = Leadership Award.

Use CAPF 2a, Check "OTHER" and indicate "Leadership Award".

Indicate which Technician you received in remarks, Section VI.

OK, I got it now, I guess I Asked for the Wrong thing. I will Fill out an Form 2a for the Leadership Ribbon. They Promoted me in eServices Today. I usually don't do an Promotion Ceremony, but they might surprise me.

I don't ask for much. Have to wait 2 years for Captain, so ill be good for awhile. So, since I Finished my Technician Rating, I can wear the Leadership Ribbon? I was wondering who enters it into Paperless Wing? I'm guessing that's what the Form 2A is for.

I wouldn't wear it until it's in eServices, but that's just me.

Does that (or more accurately "should" that) ribbon even show up in eServices? I've had a few technician ratings for a while, but I've never seen the ribbon show up under awards. I've been told (yeah, I know) that not all CAP ribbons actually show up on eServices. So, in this case I've been told (I know, I know) that it's like connecting the dots all over your training record- the technician qualification elsewhere "counts" as the ribbon online, but now y'all have me doubting this. Same story I was told for the encampment ribbon- doesn't show up under awards, you just have to connect the dots back to the encampments elsewhere on the training page. Is this true?

If that's really the case, why isnt the CAPF 45 just handled online through eServices? It would be so easy (I say though I'm no IT specialist) to use the permissions already in place to authorize awards, track what you've earned, and heck, even query into an official rack builder.

Correct, this does not show up in eServices, and frankly, AFAIC, it's self-actualizing, like Encampment ribbons, NCSAs, etc.

Encampments are recorded in the Training section, along with NCSAs, so that's really all the documentation you need.

The system is actually already designed to be used in such a manner but simply not implemented in that way.  You can track the ES Awards (e.g. Master Ground Team badge which is not automatic with earning GBD) under Achievements.  So all they would need to do is add the relevant information to include such ribbons as Red Service, Leadership, Community Service.  Have a section for Cadet Ribbons and another for Senior Ribbons under the Training tab.

They would also need to actually add all the NCSA.  I've been to NESA 5 times but it only shows once in E-Services

Send an email correction to NHQ, they will fix it for you.  I had the same issue with encampment credit.
