When (and why) did Moral Leadership become Character Development?

The change was mandated in May 2007:

May 2007 NEC Minutes:
"Agenda Item 11. Character Development
Mandate that the CAP moral leadership program be changed to the CAP Character
Development program and require revision of all official documents, as there re routinely
revised, to reflect that change. Approved"


At the time it was stated (or inferred) that "Moral" Leadership had an implication
of non-secular origins, vs ethics which are generally regarded as secular in nature.

It was also when the allowance for non-clergy CDIs were implemented, while at the same time limiting
who may facilitate CD to the CC or CDIs.

Was there a concurrent change in curricula?

Yes, new 265-2 which included mandated subjects and instructors
vs the old MLO of "basically whoever the Unit CC says is OK" and
whatever is in the news, including videos, inviting clergy or community leaders to
speak, etc.

I personally remember having to get involved in more than a few "hot button" and
inappropriate discussions that has moms on the phone and / or walked down a road
that was political or religious in nature.
