Does anyone know why a Form 5 isn't required for TMP?

No where on the SQTR for TMP is there a requirement that the TMP have a Form 5 or be a CAP VFR pilot. Does anyone know why?

Might just be an oversight. 60-1 covers it.

Quotee. Only CAP pilots may start, taxi, or otherwise operate CAP aircraft unless the aircraft is released for repairs

Short Field

Probably not identified as a requirement because your TMP achievement does not expire.   Once a TMP is earned under 60-3, you only need a current Fm 5 (a 60-1 requirment) to fly in ES.

TMP is an ES Specialty, not a pilot achievement.  The requirements for the specialty are 100 hrs PIC time and 50 hours of cross-country time logged.  You don't have to have a current form 5, but if you don't, you cannot act as a TMP.  See CAPR 60-3, Table 2-1.
