So....the problem is not that the standards are too low....but that they are not being followed.   Adding more standards is not going to make those squadrons that don't follow 52-16....suddenly follow 52-16.

Didn't mean having them was at CC discretion, I meant passing them....sorry should have clarified. If the members of the board and the CC feel a Cadet meets the requirements, then they pass. If immature Cadets are moving up the ranks, and the Squadron isn't performing boards according to regs, then you might have an arguement. If everything is going by regs, and you think a Cadet was too immature but passed anyway, obviously the board saw something you haven't yet.

You do  realize that just because they say someone has to follow a reg, DOESNT MEAN THAT ANYONE ACTUALLY DOES? It's like saying you can't go over the speed limit or rob banks. You "have" to follow that rule but people do it anyway. So saying they have to follow that reg is invalid because not everyone is actually gonna do it.

You do realize that making more rules doesn't solve the problem of people not following them, don't you?
