I got this email from the wing director of comms this morning

I wanted to provide an update to you on the Communications Program.
This past weekend at the GLR ES Conference, the GLR/DCS-Comm held a
Region Communications Meeting.  In addition to this, I was able to
talk individually with DCS-Comm and also sit down with the DCSA-Comm
and the OHWG/DC to talk about a few items.

Here are the highlights of our discussions and of the meeting as they
affect individual members and your Squadrons and Groups:

- A new CAPR 100-1 is in coordination and should be released soon.
- The National Communications Team has finished ICUT.  It is now with
the IT Department at NHQ.  We don't have a timetable of when it will
"go live", but it is much closer to being available to our members.
- At the direction of GLR/DCS-Comm, Wings should continue to offer the
BCUT and ACUT courses for members.  Do not wait until ICUT is released
to get members trained since we don't know how long it will be before
it's available.
- Once ICUT is released, ALL members will need to complete the new
training.  There will be a short time period after it is released for
members to complete the training, but after this time has expired, ROA
authorizations will be revoked from members who have not completed
ICUT.  This is similar to how the "Intro to CAP Safety" was
introduced.

It is just testimate about how CAP Comm regards the current BCUT/ACUT training.  :(

See, that's not the timeline originally put out there. In the not too distant past it was "you have until one of your quals requiring ACUT/BCUT expires", which for some people could have been upwards of three years.

To say "We're giving you six months [and to keep standards high we're only authorizing three instructors per wing]" is setting us up to bring things to a screeching halt.

I'm wondering where the ROA revocation language came from, because it's not in the emails from national about this. The only thing similar that was mentioned was the "until you need to recertify one of your quals requiring B-CUT/A-CUT."

Yeah they do. Look on your 101, does it say BCUT or ACUT? That's your ROA. They don't issue F76s anymore though.

An ROA is anything that allows you to use a CAP radio. The F76 was an ROA but an ROA is not necessarily an F76. Saying your wing doesn't issue ROAs is simply not true.

Like I said.....my wing does not issue ROAs.  There is no list of authorised users.  There is only a documentation of completeing ACUT and BCUT which is NOT the same thing according 100-1.

Yes, we all have to take the ICUT because the information contained it in will completely change the laws of physics and all known radio theory just as each new version of 116 test completely changes the way ES operations are conducted. Wait a minute....... :o >:D

I'll go ahead an jump in here because the original post was a copy/paste of an email I sent to INWG yesterday.

Regarding the revocation, maybe there's some clarification that we didn't get, but that's what it sounded like.  I don't remember reading the part quoted by arajca, but that would follow the same premise as what I posted, just a longer period to complete the training.

We (INWG) haven't discussed authorized instructors/evaluators yet for ICUT, but it will most likely start out with something similar to what we have in place now for ACUT.  Without having all the details, I can't really comment on what we, as a Wing, will do yet.
