Cadet Emergency Services Patch

Does anyone know how a Cadet can earn the ES Patch?
If a cadet can earn such, are they authorized for wear on ABU's?

You must have GES and be fully qualified in one Emergency Services Qualification
(MSA, UDF, GTM, etc.).
