Need help with an official letter

I'm preparing a letter for some of my cadets and want to indicate that the squadron commander has received a copy for his files.  I believe that the correct way to do this is as follows:

cc: MER-NC-057/CC

Is that right?  Also, is there a way to note that a copy has been placed into their permanent files?

That is correct.  There really is no "permanent files", but there is a personnel file.  Show it going there as:
cc:  Member's Personnel File

There could be other ways to do this, but the above will work.
