Pamphlet vs. Manual vs. Regulation

Lord Monar mentioned something along these lines in another thread and it struck me that I had roughly equated the three.   

What is the difference between a pamphlet, manual, and regulation?

A regulation is fairly obvious - you have to obey those.

Manuals are apparently mandatory as well - we discuss compliance with CAPM 39-1 all the time.

Pamphlets seem to be more advisory - such as the New Senior Member Guidebook pamphlet, but also seem to cover things that are required or requirements as well (saluting, specialty tracks, etc). 


Are there any official declarations as to the nature of each?
