NHQ IT implements improvement program for software development

"Information Technology at Civil Air Patrol National Headquarters has a new look and feel these days, thanks to an initiative for comprehensive improvement launched by the IT Executive Committee earlier this year.

Over the last three months, the team has established an IT Steering Committee, charged with collecting and prioritizing all IT project requests based on an evaluation of their impact on CAP members and staff. The national IT manager and a CAP volunteer leadership representative, working with representatives of individuals who perform the work in the field, are careful to ensure that the voice of the member is an integral part of the group's evaluation and decision-making. 

As a result, IT has been provided with clear guidance and a consistent set of focused priorities. In addition, the IT team has adopted the highly collaborative Agile development framework, which supports a defined approach to collecting requirements and delivering projects to CAP members. "

So far the IT team has released three enhanced applications:


  • A streamlined Maintenance Draftback Reconciliation Report that drastically reduces the time wings and National Headquarters spend finalizing draftback charges;

    Online Training Leaders of Cadets, which incorporates changes to curriculum and implementation; and

    Comprehensive online testing for the Gen. Carl A. Spaatz Award.

Upcoming projects scheduled for development include:


  • Enhancements to Risk Management and Flight Release modules;

    A "Friends of Civil Air Patrol" web portal;

    Improved navigation for new members;

    An Aerospace Education Activity Report; and

    Subordinate Unit Inspection Anniversary Date Changes.
