Dear NHQ and all the PAOs at sea.
Units did not "win" the QCUA, they "earned" it in the same way members "earn" decorations, etc.
QCUA is not a contest, every unit can reasonably achieve this as a goal.

Ugh...my biggest issue with CAP.
No cadet WINS the Spaatz Award. They EARN it.
