Who can long off hours for the Community Service Award? Can a relative mark them off? And how do you log the hours?
There is no specific guidance on how to log the hours.
Usually simply a letter from the owning organization saying that Cadet X Completed YY hours.
If the parent is a member of the owning organization I don't see why they could not sign off on those hours.
Key is to check with your chain of command to see how they want it done.

+1 - Don't "assume and hope" ask in advance so there's no miscommunications or disappointments.

"Awarded to members who complete 60 hours of community service outside of Civil Air Patrol. The service must be verified by a volunteer coordinator. Community service projects conducted by CAP units do not qualify for this recognition. A bronze clasp may be added for each additional 60 hours of community service."
