WAO - Cadets - Age Requierments

What is the regulation on requirements to be a WAO/UAO. I can't find it anywhere but I have been told YOU MUST BE A SENIOR to be a WAO/UAO. Is this an actual regulation or is it a preference among other ops folks. I am not saying I think Cadets should be aloud to do the job, more so trying to figure out where my wing stands on this and other qualifications where age requirements have been made in addition to or changed from the National standards.

CAPR 60-3 1-5 b.(1)(a) requires that Wing Alert Officers be qualified ICs; ICs are required to be 21 years old, so WAOs have to be senior members.

CAPR 60-3 1-5 c.(6) requires that Unit Alert Officers be GES-qualified senior members.
