What version of Foreflight is "best" for a scanner/observer who is not a pilot?

Version or plan? You should always be using the latest version of the software. If you are just VFR, the cheaper yearly plan should be fine.

The $99/yr version should be perfectly fine for your needs. The only feature that I'd guess would be beneficial in the pro plus version would be terrain / obstacle profile view to assist with mission planning for altitude, but otherwise you'll have a great feature set in the basic plus tier.

I have purchase the basic plan. Now I have to figure out how to use it. (Foreflight appears to be popular in our wing.)

As a CAP member, you can also get WingX Pro for free.  I use ForeFlight because that's what I was using before I joined CAP but I got WingX Pro too and plan on getting familiar with it in the right seat or back seat sometime.

Thank you for that info.  I see CFIs can get it for free too.

Yes, AFAIK it's running the eServices web server.

(In all seriousness, development was stopped in 2012, and RIM Blackberry Limited is little more then a license manager for the IP tied to their aging platforms.)

I can confirm that Hilton Software is providing our members free annual subscriptions to WingX.  I myself have a free subscription, as well as several members that I have referred. 
Hilton sent out an email advertising as such.  Just simply email a scan of your CAPID to their customer service email, and give them your contact particulars.  They will set up an account for you.
For the low cost of free - not sure why you wouldn't take them up on it.  They have CAP grids, and several other bells and whistles that make WingX very useful during a search.  I highly recommend the product.

Perhaps since I'm not CAP aircrew.

I use ForeFlight for my own GA flying. Not so sure I need WingX at this point, free or not.
