Model rocket advice

When using the pump style rockets for the second phase of the rocket program is just one type of rocket acceptible?   If using the solid fuel rockets it requires a parachute one and a streamer one.    Am I understanding/remembering this correct?

The air powered option is only acceptable if the local jurisdiction (police and/or fire) prohibit the use of solid fuel model rockets.
