Came across this the other day:

I'm aware that it's two separate patches, but was this configuration ever authorized for wear? If so, by whom?

Neither of my references (Morse, and Ragan) show that patch combination.

IIRC, that seller has a poor reputation, based on his offering bogus items. You could pose your Q directly to him, and see what he says.
