What publication is currently authorizing the Nat'l CC's Unit Citation? The version of CAPR 39-3 online is the 1998 version, and I could not find any relevant ICLs...

Look again, the online version of 39-1 is the March 2005 version and also three lett5er updates to 2008

Is it in 39-1? One would expect it to be in 39-3, because it is the governing regulation on awards....

IIRC, there was a letter, but it seems to have been superseded by the 20 Dec 07 letter which doesn't include the CAP/CC Unit Citation.
