Khaki Shorts Blue Golf Shirt Combo

Last year at a SARX I saw several aircrew members wearing khaki shorts with the blue golf shirt.  When I questioned this, I was told it had been authorized for Orientation Flights by Policy Letter.  However, when I looked I could't find anything in writing about it.

Does anyone know if this is legal?

It's not.

NESA wears something like that for aircrew training, as do a few of the glider schools, but you're never going to see shorts approved for mission work.  Amusingly, even if this was approved for O-Rides, it would still not be for missions, and shows the "give an inch, take a yard" attitude of many of our members.

A "policy letter" would not be enough, it would have to be a nationally approved and published supplement to 39-1, and possibly 60-1.

Me thinks that the whole thing got slightly more attention than just a CC.

You ever been under the "greenhouse" in a 172 in Florida in the summer?  Ugh.   Shorts are a definite improvement.

Be aware that some Wing Commanders are not on board with this and have not approved it for their personnel.  You should check with your Ops Officer first.

Not entirely sure why the general membership always feels the need to assume their leaders are guilty of breaking regulations until proven innocent.

No, what you're reaching for is "I was just following orders."  And you know very well it doesn't work like that for us or the military.

We have very specific rules about who can change what lower than national, and the regs, despite their circular-conflicts and
vagaries, are specific about that as well.

Members are responsible for understanding this, or at a minimum, protecting themselves when something doesn't sound right.

Because the line is bright on this stuff, yet we have a history of making things up to suit whims without doing the proper paperwork, which puts our membership at risk.

So if the CAP/CC can't authorize a waiver - who can?  And if she has the authority, then she does not have to get anyone else to coordinate or approve her action.

I think we can dismiss the investigators and tell the firing squad to go home.  This is just a uniform wavier from the National Commander.  According to your logic, unless we can personally verify every order, directive, etc, we need to ignore it.

Eclipse, your tendency to think in purely all-or-nothing standards sometimes leaves me confused. Exactly WHAT are we protecting ourselves from by obeying without direct verification a waiver passed down by the CAP CC that in no way jeopardizes the safety or moral standards of the members? How is choosing to believe that an email from a region commander confirming the waiver of a certain standard by the national commander in any way threatening to the organization or the members?

There ARE definitely times where saying, "I'm just following orders" is perfectly acceptable. One of those times is when a trivial, non-threatening, non-problematic uniform modification is expressly waivered by a region commander on behalf of the national commander for a single activity. I don't think it's the national commander's job to provide every detail of how such an authorization was processed just so you can be satisfied that nobody is secretly plotting on getting you in trouble by calling you out on a uniform infraction.

Seriously, it's not your job to keep an eye on the higher-ups and make sure they're doing their jobs right. There are people who DO have those jobs. Your job is, I'm assuming, as a commander of some sort (last time I remember hearing about it). That means your jobs is to watch your own people.

If you feel that this waiver in some way leaves vulnerable the people under your command to physical or psychological harm, then you can simply instruct them not to follow the orders until you feel the situation is safer, and take the issue up the chain of command as quickly as possible. If you're right, then you will be fine (legally, at least; I can't speak for the social experience of trying to call out the national commander on such a trivial issue...).

But until it's your job to validate the legality and authority of every single order that comes from the region commander, I would think that you should probably just salute-and-execute until those orders in some way significantly threaten you or the people you command. I can't think of how you come off thinking you have the authority to simply ignore whatever a region commander tells you to do until you personally validate that every step in giving the order was per regulation. Unless you've gotten a pretty impressive promotion that has escaped my notice, no region commander reports to YOU.

If my memory is still (somewhat) intact, this uniform combo is accepted for glider/tow pilot crew nationwide.  The CAP/CC has the authority to grant a waiver; extending the use of the uniform for all SER flight ops.  This isn't rocket science..... there is no need to change 39-1, 60-1 or, any other publication.  The waiver though, should be in writing, signed by the national commander and, published for all concerned.  That's how things are (should be) done.

Cadet program leaders should know this better than anyone, since it's a pretty big lesson in followership. Unless you're given an order that can possibly jeopardize the safety or moral standards of your people, you salute and execute, and then try to get the order clarified at the earliest possible moment. When the order comes from a region commander under the authority of the national commander, this seems especially prudent. We have NO reason to assume there is anything fishy about this waiver except that we just haven't seen everything that went into the process. So, if commanders have a problem with it, then inquire up the chain of command and get your confirmation, one way or the other.

But until then, nobody has the right to simply ignore an order just because they feel it's their responsibility to make sure that NHQ is doing its job right. The chain of command exists for a reason, and the way it works doesn't fluctuate depending on how knowledgeable the member feels he/she is about how rules and regulations work.

Actually, that's exactly the way it works.

Please indicate where your line of "trivial" ends and "important" begins.  Mine is certainly somewhere around the place where we are encouraging our members to fly missions out of uniform.

Whether or not the National Commander has the authority to grant such a waiver is fodder for another thread, but what we have here is the interpretation of an email, and as Al indicates, not all of the subordinate commanders agree with it.

A commander's job is to interpret directives, and insure they are "legal", including occasionally the potential to suggest the correction of a misinterpretation.

Eh, I don't think it's as simple as just an "interpretation." We've had numerous discussions where even clarifying how something should be "interpreted" isn't enough. Ie, the first sergeant's diamond was to be "interpreted" as being authorized by CAPR 52-16, as clarified by the Knowledgebase (set up specifically to clarify interpretations), but even with this interpretation, many members will not be satisfied until THEIR interpretation of how things work is satisfied.

I'm not sure how the email can be interpreted except that this authorization happened, and that Courter has taken care of the legal issues surrounding it. If you doubt the authenticity of the email, you can email the Region Commander. If you doubt that MG Courter has level of insight into Civil Air Patrol regulations that you do, and believe that she has overlooked the obvious legal ramifications of members flying out of uniform, then you should most certain perform your duty of informing the CAP CC of the damage she may be causing to the general membership and organization as a whole by foolishly sending out emails that may fool people into putting themselves in a legally vulnerable situation.

Until either of those actions is undertaken, though, you don't really have much room to argue.

Hey, CAP is gettting real convenient nowadays. If I want to do something that isn't really in compliance with regs all I got to do is email someone. Just got to keep copies of the emails so I can "prove" that I talked to someone. The electronic age is really cool.

What happened to things going up the chain, getting reviewed for impact, approved or disapproved, then announced? I doubt other corporations make policy changes with just an email or three.

Heck, some major commands issue PowerPoint slide presentations in lieu of operations orders. (Not saying I agree, but it happens).

If an e-mail authorizing an alternate uniform drives you nuts, then those commands would probably make your head explode.

Seriously, though, if no one else has seen it, if no one else can confirm it, it doesn't exist.

For an organization like ours, this strikes me as very dangerous ground. Just CCing someone, and then acting on it is a mess. No two locations would have the same procedures. If something is right for one are, no reason it should apply to another.

Since there's no published supplement, we don't appear to have the entire story, but on the '/CC'ing comment, I have worked very hard to get my unit commanders to understand the difference between "aware" and "approved".

As presented, we don't even know if the message bounced and the NHQ/CC even saw it (which is not what I am asserting, but is why what is required is a memo on letterhead with a signature, properly published).

What would a member who had an accident and is being disavowed have to hold up in court?

It just puzzles me why they just wouldn't publish a supplement.  Its not like it would take more than about 5 minutes to turn that email into a proper supplement and then follow the proper administrative procedures.  This is an issue that deserves a supplement since it directly contradicts a published regulation. 

Its stuff like this that drives me crazy --- doing it the hard way instead of the right, and easy, way.

Why publish?

Because it's probably got roots like the recent thread where it was listed as an option for the PCR Conference, even though it's not an official uniform so they are saying come out of uniform, but come all out of uniform the same way, to be uniform.

Probably wasn't meant to be published, but rather grew legs and sooner or later it becomes accepted because he-said-she-said, I saw them doing it, so I did it too.

Would it be nice? Yeah. I think it looks better than old curmudgeon gray. But again, 27 interpretations makes 72 "sources". So much for uniform.

You were not discussing it academically, you were telling people that they should not trust anything their squadron, wing, region, and national commanders tell them unless they personally validate it as correct and legal.  Your basic position is to not trust anything that the chain of command passes down. 

Yes, I get lied to by my chain of command on occasion - but I still trust them when they say the National Commander approved something.  Even on the things I know they are lying about, I still accept their word for it until I can prove otherwise.  Most of the time it is just them playing CYOA on something they forgot to do or promised to do and didn't.  Small stuff.....

The initial post of the email did not show anything coming down the chain. It only showed an email sent that the National Commander is CC'ed.  No one has shown us a reply from the general.

Until a commander actually replies to the inquiry, you work within the reg. You can't "mistrust" someone that hasn't told you anything.

Then you're stuck with an impossible task, proving that something doesn't exist. Some things in life are taken on faith, but word from the National Commander shouldn't be. If someone claims that HQ/CC said something, they should have the proof in hand to show you.

When it comes to flying activities, being in an authorized uniform is mandatory.  A waiver to wear the glider uniform option for all flying activities needs to be in writing and signed by the national commander.  I'm sure this is so however, it would have been much more appropriate if the waiver was attached to the region commander's email.

It looks to me as if the email was only to infrom the SER that a waiver has been already requested and granted. The fact that the National Commander was sent a cc of the email in no way indicates that this is the process used to request the waiver. It was just to give the National Commander a heads-up that the region was being informed of the waiver.

You were not discussing it academically, you were telling people that they should not trust anything their squadron, wing, region, and national commanders tell them unless they personally validate it as correct and legal.  Your basic position is to not trust anything that the chain of command passes down. 

That isn't remotely what I said.

What I said was that there are certain decisions outside the authority of any commander which require a specific process, including publication, to change.  The ramifications of this puts our membership at risk.  Uniform wear is one of them.  Some consider it "trivial", I don't.

First point:  They are not "her" regulations.  They are "our" regulations; passed and approved by the National Board.

Second point: The national commander may modify where a uniform is worn by issuing a waiver. This must be done for flying activities as, it may affect survivor benefits.  No one is disputing this point.  The point is; it needs to be a written and signed waiver and, it should be published to those concerned or, at least referenced as in an email. (gee, I think that was accomplished.)

Third point: "the Department of Labor"?  Now I've heard everything.... ::) :D

It looks to me as if the email was only to infrom the SER that a waiver has been already requested and granted. The fact that the National Commander was sent a cc of the email in no way indicates that this is the process used to request the waiver. It was just to give the National Commander a heads-up that the region was being informed of the waiver.

Is it possible instead that the region commander was informing the population that the waiver had been granted, meaning that it is SOMEWHERE, and available upon request? Isn't that still legal?

That was my whole point this entire argument. Just because we personally haven't seen every single step in this process doesn't mean that every step wasn't taken.

If I had a cadet come up to me and tell me this information, I would take it with a grain of salt, and wait to hear anything from the commander. But because region commander (I'm guessing higher up in the food chain than everyone participating in this conversation) has told us that something has been approved, then the only reason to assume it hasn't is due to distrust of either the source of the email, or of the region commander himself.

In Kansas, we have these things called "roundabouts", which I'm told are rather rare in other states. It's basically a traffic-circle that takes the place of a four-way stop. Apparently, you have to turn on your right-turn signal when entering the traffic stop. My brother did not, and was pulled over and issued a ticket. I searched in vain to try to find where this information was published on the internet. However, in court, the law about the turning signal was written down, SOMEWHERE, just not immediately accessible via the internet. I would have had to go to the source to see this law, but it was there. Just because it wasn't published to the internet did NOT make the law invalid. I just would have had to actually work a little bit to get it.

I haven't taken a look at the regs about how to... authorize regs... but to my knowledge, there is no regulatory requirement for the CAP CC to post directive to the internet in order to make it valid. The necessity is to write down the directive, somewhere, and sign it. Once that happens, and it becomes available to the public (albeit, not necessarily through the internet), then it would be legal, correct?

But the requirement is to make people aware that the procedure has taken place, and that seems to be what happened. The region commander has informed the commanders under his command, utilizing the chain of command exactly the way it's supposed to be utilized. Just because it's not on the interwebz doesn't mean that it's not SOMEWHERE. Like I said, this is CAP. It took us forever to get a new CAPM 39-1 done. Why is it shocking that NHQ would have a lag between approving something properly and posting it to the internet...?

Regardless, like I said, the only reason we as CAP members have to distrust that this process took place legally is to either distrust the second-hand source of the email (the original poster), to distrust the region commander (as either malicious or incompetent), or to distrust the national commander. There is no indication that foul play has taken place, as far as I can see, and why people are automatically disregarding the fact that the region commander says that approval has been granted just because YOU aren't seeing the approval right away is boggling.

The waiver should be posted to the internet for ease of access, but unless the regulations have been reflected to show that they need to be made public THROUGH THE INTERNET (as opposed to mailing or faxing), then there is no reason to suspect that anything is out of place here. The internet isn't the only way to distribute waivers. I would bet dollars to donuts that a concerned commander could get a copy of the waiver from the chain of command if they asked.

Which, I might add, would be the appropriate response in this situation. Not accusing the national commander of bypassing regulations.

Faxing something takes more time than an Internet publish. "It was only faxed to me" sounds fishy. And "somewhere" should be where everyone can view it. Doesn't even matter if it only applies to a specific region.

I don't think that an email from a region commander to subordinate commanders discussing policy can be considered "hearsay, conjecture, or wishful thinking." Again, you're asking the wrong people for the waiver. Have you tried emailing NHQ?

You missed the point. The regs that say that directives have to be publicly accessible were the same, I would imagine, before the internet became as important and popular as it is now. Unless the regs specifically say that the directive has to be made public VIA THE INTERNET, then you have NO basis upon which to base an assumption that the region commander or national commander is in error. None.

It doesn't matter if it takes more time, or is less efficient, or doesn't take advantage of the internet. As long as the directive is available to the members, then the directive would stand. And as far as I know, nobody has actually taken the time to try to REQUEST this directive. They are just assuming that because it isn't on the internet, it must not exist. Right...

The process is no different. When you load up a PDF, you're requesting access to the information contained in the PDF. When you call NHQ asking for them to send you a copy of the waiver, you're doing the same thing. One is just slower than the other, but no less valid. The waiver COULD be available for any commander that makes the request. Just because it isn't on the CAP website does not mean it does not exist, and it is borderline subordinate to assume that your commanders are breaking regulations just because they did not/could not immediately utilize a method that you consider to be the most efficient to make known their directives.

For the record, CAPR 5-4 says this (snipped).

(2) Some regulations and manuals require NHQ approval of all supplements or operating instructions pertaining to that publication (e.g.: CAPR 60-1, CAPR 173-2, etc.). Commanders will ensure such approvals are received prior to issuing the supplements or operating instruction. All supplements or OIs pertaining to Air Force Assigned Missions (i.e., CAPR 60-1, CAPR 60-3, CAPR 173-3, etc.) requiring NHQ approval must be coordinated with the State Director, CAP-USAF Liaison Region, and the CAP Region prior to submission to NHQ for approval.

This certainly pertains to AFAMS, so at a minimum it would have required two emails - one from the CAP-USAF Liason Region CC and one from Maj. Gen. Courter.

It should have been presented like this:

1. Region CC sends email to NHQ/CC.
2. NHQ/CC approves the request.
3. Region CC distributes waiver with its approval to lower echelons.

See the order? That was the problem. It wasn't even putting the cart before the horse, the horse was being skipped altogether. Nobody was showing us the horse.

You can claim that people were questioning the validity of the NHQ/CC being allowed to waiver pubs all you want, but that is not what was being done. People were asking for proof that it was done. Red herrings are a prime way to lose in an argument.

That being said, I've since seen the email. I agree that Courter's permission is valid. Now, it just needs to be typed up, all proper like, and published to all concerned in an accessible manner.

Which sounds more professional: "According to the 1 January supplement to 39-1, we can wear the following uniform....", or "Well, I've got a copy of an email..." ?

He doesn't have to be lying to be mistaken regarding the approval process.  Not everything has to be personal.

Commanders are not infallible and occasionally they overstep they authority or make mistakes.

I'm arguing that it doesn't matter where or how the directive is distributed, as long as it is done by the regulations. Unless the regulations dictate that the directive MUST be posted to the internet, then it really doesn't matter if it's sitting on her desk, signed and ready for distribution. As long as people do have access to it, then the directive is valid. And, as I said, if the distribution method is a notification by email confirming the valid authorization of the uniform, then that's fine.

The only difference is that the commander has to request a copy of it personally, rather than requesting it by clicking a button in the internet. As long as the regulation doesn't dictate the method of dispersal, then this particular amendment may be freely available to anyone who wants a copy. They just need to stop arguing about it on CAPTalk and actually make an effort to ask for it.

Regardless, I find it mildly amusing that you are judging how this process went about by the way "it was presented to this board." How it was presented to this board is pretty much irrelevant. The email plainly says that the measure was approved. You have nothing that says it wasn't. You've seen one email, and assume that, I suppose, that email is the only piece of written evidence that this measure was approved. I certainly don't expect this board to get presented with every gory detail. That's actually, I imagine, WHY a quick email was sent out.

Again, if you want to prove me wrong, simply ask for a copy of the directive. If you don't get it, or it doesn't exist, you were right. If you get a copy, it was always freely available, and therefore, the region commander's email was valid. Pretty simple.

I've argued nothing of the sort. I'm saying that people are asking the WRONG people for proof. Asking the original poster is unlikely to get the results you want. The email was sent out to acknowledge the existence of this authorization, which, to ME, states pretty obviously that it would therefore be available to commanders who want it. Perhaps it will be posted at a later date, but for now, it is authorized, and if you want proof, just ask THEM for proof. Asking people here is doing nothing but trying to keep an argument going that could be solved with a couple of emails.

Which is my point. YOU DO NOT DEFINE ACCESSIBLE. Just because it is not on the internet does not mean it is not accessible, and therefore does not mean that the directive is invalid. Nathan, I think you are radically discounting the level of suspicion normal CAP members have in regards to issues like this.  Probably everyone here has been burned at some point by someone telling them that it was ok to do something that violated a clear regulation because "someone" had approved it.  There are countless examples here on CAPTalk of someone thinking it was ok to do something in violation of the regulations because it was the standard practice in their unit because "someone" said it was ok. 

Now, in this case, that "someone" is pretty high ranking and I think everyone probably believes it was a legit move (even if we disagree with the action itself), but because proper procedures have not been followed in regards to modifying a national regulation for a local area, it just reinforces the tendency in CAP to avoid doing things the official way.

I discount any suspicion that can be alleviated simply by asking nicely for proof. Ask NHQ, and if it exists, you'll get it. If it doesn't exist, then the suspicions are proven to be valid. Either way, this could have been ended a long time ago if someone within the issue just shot an email asking for a copy of the directive. So yeah, I have no problem discounting this suspicion when it's only perpetuated by the unwillingness of a CAP member within the region to just ask for a copy.

Pretend all you want that, but this is now the SOP for wings, and is noted as such on SUI's and CI's.
I have no idea why you insist on standing on this incorrect conclusion, but its obvious you still have a lot to learn about how CAP really works today.

You're right. We've only seen the ONE email and NOTHING else. What the h-e-double-toothpicks else are we supposed to base our discussion on? Someone's insistance that it was approved? Benefit of the doubt? Given some of our recent history, it is perfectly understandable to be suspicious. The suspicion isn't that approval hasn't been granted in this case, it is the fact that they're not doing things the way they should be done according to the regulations through a supplement.  It is round-about decisions like this that CAUSE all sorts of problems. 

The chain of command is not for normal CAP membes to contact NHQ for a copy of emails between the National and Regional Commanders.  The proper way to distribute word of a modfication to the national uniform regulation within a region is to publish a supplement to that effect.  No supplement=improper procedure. 

Perhaps they're working on the supplement as they should, but if so, they should have just waited a few days to get that ironed out. 

No, I don't believe they are required to put a supplement on their web site, but common sense says that they should, or at a minimum email the supplement to the wing commanders for distribution down to the membes until such time as it is posted.

OK, like I said, now I've heard everything.  The Department of Labor does NOT approve our uniforms; it is the National Board and the US Air Force which does that.  I appreciate the fact the D.O.L. has granted us FECA benefits however, it is our status as "an instrumentality of the U.S. Government" which grants us the privilege of getting them.  And, it is the Air Force which decides if the mission is valid before authorizing the payments to the recipients.  One of the requirements is wearing a proper uniform.

Now, as to the topic being discussed here; if there is no "official" document allowing the SER to fly in the "glider combo", there will be trouble. 

The email in question references the waiver for Mississippi Wing.  The region commander states in the email the CAP/CC has extended the waiver to all of SER.  There should be an addendum to the original or, a new one signed and published to SERHQ.  Copies should be made available to every squadron/cc in the region.  I'm sure (?) this was done.....

I see now. You're not going to address the fact that the waiver WAS NOT SHOWN. The bullets you quoted were an example of how it should have been done, but wasn't.

It was never about calling the Region CC a liar, no matter how much you wish to believe that. A smart commander would have said, "Here's the waiver," instead of "We've got a waiver." It's just smart business. If you show the materials UP FRONT, no one is going to challenge it in the first place. Seems like you choose not to acknowledge that simple fact.

A smart person would have just posted up the appropriate documentation, and it would have been done. Then again, you wouldn't have been able to accuse people of calling the various chains of command of liars. Or else, claiming that the general didn't have the authority she does.

The chain of command is not for normal CAP membes to contact NHQ for a copy of emails between the National and Regional Commanders.  The proper way to distribute word of a modfication to the national uniform regulation within a region is to publish a supplement to that effect.  No supplement=improper procedure.

No, I don't believe they are required to put a supplement on their web site, but common sense says that they should, or at a minimum email the supplement to the wing commanders for distribution down to the membes until such time as it is posted.

I need to see this regulation that people are referring to that says that directives must be sent to the subordinates after authorization. There is a big difference between a regulation being freely available and a regulation being dropped into your inbox. If the requirement is that it had to be available, well, nobody's bothered to check and see if it IS available. They're just assuming it's not because they actually have to do work to get it.

Both you and Eclipse are now making the argument that they SHOULD have done something that was common sense and more efficient. Fine. They could have. But just because they didn't and chose to make life a little more difficult for whatever reason (and that reason is irrelevant), it doesn't invalidate the authorization. If the region commander says it is authorized without giving you a direct link to the directive, it doesn't mean that the properly-authorized directive doesn't exist, isn't available for you, or isn't on the way to being published. Until someone cites otherwise, I have no problem saying that the regs do not dictate that the commander has to use the most efficient method for making something "freely available." If she wants to leave it on her desk and have it faxed to anyone who asks, that's still available, and still authorized.

It was never about calling the Region CC a liar, no matter how much you wish to believe that. A smart commander would have said, "Here's the waiver," instead of "We've got a waiver." It doesn't matter if it's smart business or not. The regulations don't dictate that someone has to do things the way that works out best for YOU. For all we know, she sent it to be distributed officially, and the person who was supposed to do it was out with strep throat. But at the end of the day, it was STILL signed, STILL available to you if you wanted it, and STILL authorized. Whether or not it was presented on this board has no bearing upon that at all.

Nope! I have no proof that the authorization actually occurred, and I will be the first person to admit that. The only difference is that I have no problem looking at Gen Courter's record of pretty much not screwing these types of things up, look at the source (a region commander), and really have no qualms about believing that if he says something is actually authorized, it is. If my squadron commander told me that we're going to have a banquet at the local high school, I'm not going to call the school and verify our reservations just to double-check. He's the commander, and it's not my job to double-check his ability to do his job. It's just my job to check my own work.

My point isn't whether the thing exists or not. I don't know. I wasn't there, and unfortunately, I don't have the ability to ask myself. My entire point is that it's a little crazy how quickly people jump to the conclusion that proper procedures were not followed. There is NO evidence to support that. The lack of evidence here, on CAPTalk, of proper procedure being followed does not mean that someone screwed up. It just means we don't know, and given the people involved, I just don't understand why the paranoia seems to pop out so much.

Psh. You're reading what you want to read. I never said that people didn't have a right to question it. I said that people should probably have thought about whether it was possible that this was done RIGHT before automatically making accusations that this was done WRONG. It COULD have been done right. In fact, the region commander SAID it was done right. There is NO evidence of a screw-up. People just assume there is because they aren't seeing the entire chain of events that happened. If I were to tell my squadron commander that I was going to ignore a wing policy until I saw the original authorization in writing every time, I can tell you that my relationship with that commander would likely be quite strained.

That is beyond backwards. Just because something can't be proven immediately on CAPTalk doesn't mean it's not fact. It was almost impossible for us to prove germ theory for thousands of years, but that doesn't mean that microbiology didn't exist then. It's impossible for me to prove that time goes by slower for people as they reach the speed of light, since I am not Albert Einstein and do not understand it to that degree, but that doesn't mean it's not fact.

Likewise, I can tell you that I have dark hair. But the fact that you don't have a picture right now as proof that I have dark hair does NOT mean that whether or not I have dark hair is questionable. It is a FACT I have dark hair, and that fact does not change due to YOUR ignorance of it.

1. In addition to the traditional CAP flying uniforms outlined in CAP Manual 39-1,
alternate flying uniforms have been approved for wear during the period 11 June
through 26 July for the National Flight Academies, 9 though 29 June at the National
Emergency Services Academy (NESA) and 17 through 24 July at the Advanced
Technology Academy (ATA). For Flight Academies, this alternate uniform will consist of
khaki/tan shorts/pants or dark blue/black shorts and the activity T-shirt or polo shirt as
prescribed by the specific academy. For NESA, this alternate flying uniform will consist
of NESA T-shirts or Polo Shirts with khaki/tan or navy blue shorts, or the traditional
Navy Blue CAP Polo Shirt available from Vanguard, with khaki/tan shorts. For ATA, it
will be khaki/tan shorts and activity T-shirt with ATA logo. Appropriate footwear must be
worn at all activities and the NESA/ATA baseball cap is the authorized headgear for
these activities. Members choosing to wear these alternate flying uniforms must be well
groomed and ensure that their appearance reflects credit upon themselves and Civil Air
Patrol at all times. Activity directors may limit or specify which combinations will be
worn, or require traditional uniforms for specific events.
