Basically, the article seems to be a decent summary of fairly well-known CAP capabilities but doesn't really suggest that we do anything new and more directly recommends that other federal agencies develop their own volunteer organizations to support their strategic missions.  Odd that he didn't mention that the Coast Guard also does this, and perhaps more effectively than does the Air Force.
