Why not?  I used NCOA as credit for my OBC?

I think the point that was being made is that if you do that, you can't then use it for the RSC waiver. Then if you have the SNCOA you have to use it for RSC and then you have nothing left to waive NSC.

I remember when I used to use whole words for things...

Did you do that in the days of the paper correspondence course? Back then, it might have been a bit more advantageous to do the substitution. Today, not so much.

Mine was done back in 2012 when I rejoined.  Also NCOA cannot be used for RSC but SNCOA can be.
