Add Stars to the Grover Loening Award

Under my proposed plan, the Leadership Award goes away, it's current medallion gets used for the Membership Professional Development Award Mini-medal Level 2 - Davis (i.e. the Membership Award Ribbon is now used as the sole award for Professional Development, the former medallions for levels 1, 3, 4 and 5 are used on the same ribbon drape and when worn ribbon only a 2, 3, 4, or 5 is added to ribbon bar).

Senior and Master Specialty track Badges have Stars and Wreathed Stars to signify the accomplishment. If your Specialty Track doesn't have a Badge, then it is time to design one. 

The need for these stars on a ribbon would no longer exist.

Technically Officers are awarded the Air and Space Training Ribbon on completion of Officer Training School (OTS) and if they are Prior Service USAF/USSF, they are awarded an Oakleaf Cluster to the Ribbon. So, they get something the first time, but that's it.

My plan would combine all CAP Training and Professional Development into one Ribbon/Medal. It's just an idea and will likely go no place.

And officers get the Air and Space Training Ribbon when they are commissioned, no matter what the source.
OTS, ROTC or USAFA. It's awarded the same way the Army Service Ribbon is awarded.

You don't an Army Service Ribbon for Completing ROTC, OCS or the USMA, get it for completing OBC/BOLC and being awarded a Branch specific MOS.

The Enlisted Personnel don't get it for BCT either, they are awarded the ASR when they complete AIT and are awarded a Branch specific MOS.

Prior Service types that "may" be awarded a MOS based on training received through another Service (i.e. A Navy Corpsman transfers to the Army to be a Combat Feild Medic) will be awarded an ASR after four months' time in Service with the Army.
