Has anyone put together good explanations for WHY we should send members through each of these Professional Development classes?
I'm looking for elevator speeches for each to use when I'm talking with my squadron members about their progression.
I'd prefer reasons beyond "This is what you need to promote."
This is explained fairly well in CAPR 50-17, starting on page 4. E.g.:

b. Level II, Technical Training. In this level, the member acquires a technical skill and begins receiving basic leadership and management training. CAP presents study material in pamphlets called Specialty Track Study Guides. Each member, in coordination with the unit commander and unit Professional Development Officer, selects a specialty based on individual interests and the needs of the unit. The member completes the Officer Basic Course, which gives the member further insight into the CAP organization and introduces them to basic management, communication and leadership concepts. Squadron Leadership School (SLS), trains squadron-level members to perform their squadron jobs and introduces leadership and management techniques. Chapter 4 gives the specific details of Level II training.
And that's right after a paragraph explaining the purpose of the PD program.
They make you a better, more effective resource as a member, and in some cases may provide
information or skills that will help your professional life.

Stand by. A friend who is currently at RSC just learned there won't be any more after next year. The entire PD program is being rewritten.

Not really.
A PD rework has been discussed,
including active committees, for a number of years.
The classes and schools will still exist, but not necessarily in the exact same format. There will be more eLearning available and training in one area will crossover to other areas, much like the SQTR system.

Beat me to it. Apparently CAP has discovered the same thing the reserves did a couple of decades ago, that is difficult for people to take a week off work to go to a school.
