Flooding support in ILWG

Eclipse

At one point we had 4 separate open DR missions, including sandbagging, aerial imaging and PODs support for this coming weekend.
It is the result of several years of effort in building relationships with EMA and agencies.  Our biggest issue right now isn't
customers, it is sustainability.  All imagery was released by the customer for training and awareness purposes.

The images were provided to or requested by the ACE, USGS, and even featured on the NOAA flood page.

Bravo Zulu to your Wing's efforts. To me, this is another powerful example that if you really want to do air ops, AP is crucial to get.

Eclipse

As with most things in CAP, "success" is as frustrating as failure.

It revealed significant gaps in the program, not to mention limitations in scalability and sustainability.
Nothing that would really surprise anyone with a few years in CAP, but these things become much brighter and louder
when you're in the thick of it and the phone seems like it won't stop ringing.

CAP tends to view these things as "activities", with plenty of downtime in between them, whereas this is an
ongoing event that should really get our continued support.
