More cleanup / digitization.  All Hail The Cloud!

These are the ECI Scanner and Observer Courses which used to be required for the respective ES qualifications.
(Changed with the 2001 revision).  Both indicate "Volume 1", but I never received a "Volume 2".  A few things have
changed or been added, but this is still good, basic, information, especially as the basis for a training class or a refresher.

Precisely what I was looking for.  I couldn't find my hard copy and I've started uploading new test materials to http://training.cap811.org/

The mission scanner and mission observer orientations are part of this.
