Among the tasks you need to complete for the Technician rating are

"Explain the rules for retaining mission paper work at the squadron level"

Three entries before that you have a slightly different task

"Correctly explain the rules for retaining mission paper work at the squadron level"

Apparently in addition to actually being able to say what they really are, I also have to prove I can make up a typical CAP answer that is totally BS.

This is the current specialty track pam, and it dates from 2013.  It goes on to say that you have to be able to approve ES qualifications to get the TECH level.
