2016 National Conference and BOG meeting

I am hearing some interesting rumors coming out of Nashville this morning, I will not specify or speculate until it is officially confirmed.

Anyone at the conference want to give us hard working, unable to take time off work, smucks an update?

The video people had a specific creative need.   The guy who did this,  Scott Matthews,  had a different idea.

What I saw before it was taken down, which was listed as "Second draft", looked well done,
but IMHO, had far too much slo-mo and appeared to have been primarily footage from 2-3
activities (same cadets, same guidons, same facility, same hats stuck in the dryer door).

There were a couple cuts from what looked like very old stock CAP footage that may have just been
fillers because they didn't really have any context that helped the narrative.

As to the music, I'd like to think what I heard was actually placeholder music as it was just the same
slowed-down brass piece over and over.

(Aren't you supposed to be running breakouts or something?)

Yes, she is still there, however she put in her notice 3 weeks ago.  I have not asked her when her last day will be.

I once again saw the MER Commander and his Vice wearing the Maryland National Guard Distinguished service Cross around their necks. I guess Full Colonels are exempt from CAPM 39-1 and CAPR 39-3. I asked the MER/CC and he said "The National Commander approved the wear" Seriously feel that there is a lack of integrity there. Plus a violation of the oath they take to follow and enforce the regulations of CAP.

Before you ask, I have brought this matter up to the MER Commander and got the reply cited above.

Is it so hard to believe that these two folks requested and received a waiver of CAPM 39-1 and CAPR 39-3 for this particular item?  If so, then they are entirely fine wearing it, and in full compliance with regulations, as the issuing authority has inherent authority to grant waivers.

This is akin to former NAT CC's and staff who would literally hand out Comm Comms to cadets for helping at conferences,
then the cadets came home wearing them with CCs being "um what?"

Not the CAP-USAF Commander or the Headquarters USAF:

Quote1.1.2.2.  The Commander, CAP-USAF, with the approval of Headquarters USAF, prescribes
the wear of the USAF-style uniforms, as well as the insignia, badges, and devices worn on these
uniforms. 

So no, the issuing authority of CAPM 39-1 and CAPR 39-3 is not the authority to grant waivers to the USAF-style uniform.


Not saying they do not have a waiver, just correcting your statement.

CAPM follows the USAF regulation that only "FEDERALLY RECOGNIZED" awards may be worn. NAtional Guard awards are specifically forbidden from wear on the USAF and CAP uniforms.

Just heard from our CFO, Susan Easter.  She is not leaving her position "now".  I'm sure this is a relief for the BoG and our interim COO, John Salvador... ;D

ROWLAND TO RECEIVE CAP LIFETIME MEMBERSHIP

"Don Rowland, after providing more than three decades of dedicated service at Civil Air Patrol National Headquarters, will be honored and recognized with a Lifetime Membership in CAP.

The announcement was made by CAP's national commander, Maj. Gen. Joe Vazquez, during the organization's annual conference in Nashville, Tennessee.

"Life Membership is one of the highest honors in Civil Air Patrol," Vazquez told CAP members attending the General Assembly Aug. 12.   

"Life membership is a small token of CAP's appreciation for the many contributions [he has] made to our success over the last 31 years," he said.

Rowland announced his retirement Aug. 10 as CAP's top paid executive at National Headquarters at Maxwell Air Force Base, Alabama. He served 11 years, initially as executive director and later as chief operating officer.

His retirement concluded a distinguished 31-year career with CAP, starting with his CAP-USAF staff position in 1985. After a 23-year U.S. Air Force career, "Don joined CAP as one of our first true corporate employees and was instrumental in developing our early Counterdrug Program," Vazquez said.

Rowland served in a number of positions after that, including director of plans and requirements, director of strategic communications and plans and senior director.

"During his tenure many positive changes have come to CAP," Vazquez said, citing:

Improved overall financial status, including CAP's first of seven unqualified audits and introduction of the Wing Banker Program;

Establishment of the Wing Administrator program, providing paid employees to support each wing for the first time ever; and

The conversion from an in-house supply store to a partnership with Vanguard Industries, which provided additional support for cadet activities at the wing, region and national levels and upgrades of corporate-owned facilities; 
"The advancements in technology and missions during Don's service are also noteworthy," the national commander said.

"Additional missions like Green Flag and Falcon Virgo have brought much-needed attention to CAP's capabilities. The establishment of our consolidated maintenance program made a significant impact on our ability to remain mission ready, and our transition to the glass cockpit ensured members had the most up- to-date equipment," he said."

When I was in Group I, the Group CC submitted quarterly requests to be reassigned to ALWG. Was easier to go to PD, etc in ALWG then FLWG. And as a panhandle native we used FLA on our addresses for years for Formerly Lower Alabama.
