What is the rule regarding CAC succession if the Chairman resigns prior to term completion? Can wing change policy on how a CAC should be run?

The Vice Chair is not necessarily the automatic replacement.  Substantiated by the regulations, the echelon commander has the ultimate say on who is the Chairperson of the CAC at his or her level.  There does not have to be elections, nor an order of succession - a commander can simply appoint an individual to the post.

That being said, some commanders may delegate this authority via a policy letter which establishes guidelines on an order of succession, or emergency elections to be held upon resignation, etc.  But in the abense of such set policies (from the echelon commander, not the CAC), it becomes the Commander's call as to what to do in order to fill the position.
