The ICL is not out, but I have it on good, somewhat reliable authority (sorry, no names!) that the following changes are in the works for CAP uniforms:
Abolition of the blazer, grey/white and polo combos to be replaced by a yet-to-be-determined blue uniform based on that of the airlines.
Sleeve lace and epaulettes will denote rank:
Blank - Officer Trainee (title replacing SMWOG)
Gold Ring - 2nd Lieutenant
Silver Ring - 1st Lieutenant
Two Silver Rings - Captain
Two Gold Rings - Major
Three Silver Rings - Lieutenant Colonel
Four Silver Rings - Colonel
General officers will have special embroidered sleeve lace and epaulettes personally made.
This uniform will be worn by all, regardless of height/weight/grooming, and all bling earned can be worn.
Changes to the Air Force uniform:
Readoption of blue epaulettes with CAP titling, worn on the blue service coat and blue shirt.
Readoption of blue nameplate
Change to "CIVIL AIR PATROL" brushed silver nameplate from CSU
Height/weight standards are currently being reevaluated.

Except he made a mistake. Two silver rings for captain, but two gold rings for major. That would put the major lower ranking than a captain (at least in the current military setup). It should be three gold rings for major :)

I wore ACUs from 2006 to 2013 in a CP environment (ie. "not the @#$% desert") with hundreds of cadets around, and we very, very seldom had a problem related to not having sleeves up.
