Based on the gray shading in the table of contents, it appears to have changes to 8 paragraphs and 2 attachments. But according to the change cover page (last page of the document), the changes are confined to pages 13-14 and 21-22.
Grey shading denotes actual changed text. The grey in the TOC is left over from a previous change.
The change notice gives details of the actual changes. Since write-in changes are not authorized, page changes are done, and sometimes you need to compare the old page(s) and the new page(s) to determine the exact change.
