What would be the process?

So, say that there was this cadet over 18 that was the same grade as me.  This cadet, for say, might be in a staff position such as flight sergeant.  As a flight sergeant this cadet spends his time with the flight talking about unappropiate things and no time drilling.  Now, say that most of the NCOs and several of the officers noticed this.  Would there be a process by which a cadet could be taken out of this position by several members of the staff, who have decided that this cadet can not, has not, and will not set and be the example for the lower ranking cadets?  Thanks.

The process is see your and his chain of command.

The staff decides this cadet should be relieved of his position, they talk to DCC, DCC concurs, cadet gets removed. In my unit there is no formal process, usually the staff, minus said Flight Sgt would get together, decide on a replacement, then notify the cadet of the change, explain why it was being done, what he should work on, etc. The cadets are then notified of the change, and the replacement.

Would Senior Members have any play in it?  Because, say, that several high ranking officers noticed it too.  Would they need to have any part in it?

Absolutely and without equivocation.

The Squadron Commander (the senior member one) has the ultimate authority as to all staff or duty assignments within the squadron.  Even though he or she may delegate that authority to somebody for cadet positions (often the Deputy Commander for Cadets) they should never be kept out of the loop.

True. You definately need to keep the DCC in the direct dicision loop, depending on how hands on, or off your squadron comander is he may want to be keep in the loop too. In my squadron the cadet position the Commander is involved with is Cadet Commander, ans even with that he has never disagreed with the recommendation of the DCC and outgoing commander. But, see what the policy is in your squadron and go with that.
