CAPR 39-1 does a great job of authorizing the Volunteer University Badge in several locations, but doesn't actually bother to say WHERE to wear it. In addition, Vanguard sells two different sizes of the metal version.
Anyone have an idea of where it goes? I'm assuming it goes on the pockets of uniforms, but why the two different sizes?

Like any other CAP Service Badge, it is worn on the pocket (or below the pocket slip on the jacket/tunic).
It can be worn on either the left or right pocket, depending on what badges you choose to wear. The only exception to this is if you are authorized National Commander's Staff Badge, it is required to be worn on the Right Side of the uniform so the Instructor Badge would then have to be worn of the left.
As to size, the small size, like every badge, is intended to be worn on the Mess Uniform... but... people of small stature are authorized to wear small sized badges on Service Uniforms... but... you can't mix small and large on the same uniform, so all full size or all small size on the Service Uniform.
Small size is the only size authorized on Mess Uniforms.

The ICL states it is to be worn in the same location as the National Staff Badges on the AF Blues and Corp Aviator. That is the right pocket.

Unless you have the NSB, which takes precedence, then the VUB is worn on the left.
