It seems to me that there are essentially three flaws in your suggestions:
At times the manual is ambiguous or the exact passages are not easily located;
Some of us have seen seen instances where NHQ and lower echelon staff have offered advice that is contradicted by the plain language of the regulations; and
Commanders may not know the regulations, or may have interpreted them differently from the plain language.

Will this new online Knowledge database help with any of that? Or will it just point to the same language as the regs? If it clarifies points, then maybe the wording in the database should replace that in the regs.
So, is today the day?
