Title: Why we need to pivot CyberPatriot to Emergency Services Support

These are areas where we could in fact (should we train to standards) get first line IT support into areas and help bring systems online after a disaster.

Ummm...

Whose systems are you anticipating CAP would help bring online?

Local business?  Government?  Banks?

I cannot imagine this being workable in any fashion for regular business.  I don't know what this "CyberHouston" group is... maybe this could work for a volunteer organization calling their volunteers, but that would still be workers in "their" organization.  No business, or any organization, can provide access to "helpful volunteers" to their servers, network gear, customer information, sales records, etc.

He mentioned 128 HISD locations so I guess its schools:  The Houston Independent School District is the largest public school system in Texas.

Or maybe just stay in our lane and focus on things that are reasonably within our capabilities; not what we wish were our capabilities.
We have plenty of IT people who have this as something within their capabilities. But since we keep "staying in our lane" and not enhancing our capability set we are rapidly getting ORM'd and droned out of a job.

You need to prove that statement.  I work in "IT" (including data security) and know a lot of people in "IT".  "IT" is a big world.  Most don't have the skill set needed to fulfill cyber security roles; it's a niche skill set.  What's more, a lot of the "IT" people I know want little to do with it outside their workplace.   Take a look at the number of hack/crap/outdated squadron websites we have floating around in the wild.  It doesn't exactly speak to an abundance of reliable, skilled, and engaged IT resources floating around our organization.

No one will argue the organization needs to evolve much quicker than it has but that doesn't give us the freedom to go and do whatever we want.  Leadership needs to provide strategic direction with blessing of Congress and our partner agencies, namely the U.S. Air Force.  Then we can move forward and fulfill a mandate.  Wanting something doesn't necessarily make it a good fit for our actual capabilities.   Be realistic.

I am also in IT, and also including data security, and there are many people in IT who do not have those capabilities.  For some, that's not their focus.  For many others, who should have the capabilities... either 1) do not when they should, or 2) cannot function when outside a controlled environment of a datacenter or wiring closet.

I worked for a wireless carrier when Katrina hit, and we had to fly one of our teammembers down to be our hands-on networking guy as we scrambled to get something up... ANYTHING up...  to restore and improve cell service for both first responders and residents.  Many of the local technicians were either nowhere to be found, or not capable in the areas we needed them.

Ironically... the teammember that we sent relocated to Houston a few years ago, and his new house was completed last summer.  (They are okay, especially relative to everyone else.  "Just a little water", his wife said.)
