The FAA is your friend.

FAA regs first .... then its up to the CAP CFI to decide if said 14 year old is ready for glider, or 16 year old is ready for airplane, and that they will take them on as a student?

Maturity levels at that age are all over the place. Some could jump right in, some would need to wait. Just because parents think their's is ready doesn't make it so. LOL

Dave - I am temporarily unlocking to add the overview of ages applicable to CAP aviation:

Solo
•      Balloon – Age Requirement: 14 years old
•      Glider – Age Requirement: 14 years old
•      Powered Aircraft – Age Requirement: 16 years old

Pilot (Airplane)
•      Age Requirement: 17 years old

Pilot (Glider)
•      Age Requirement: 16 years old

Pilot (Balloon)
•      Age Requirement: 16 years old

CAP Observer Rating (3 Levels: Basic, Senior, and Master Observer)
•      Age Requirement: 18 years old

CAP Aircrew Rating (3 Levels: Basic, Senior, and Master Aircrew)
•      Age Requirement: 18 years old

Of course, always use the FAA and CAP regulations as the authority.
