What exactly should I been doing for this requirement:
QuoteCounsel at least two (2) members upon membership expiration on issues regarding their retention and future with Civil Air Patrol.

It's basically an exit interview to find out what we did wrong that made them want to leave.  Then attempting to leave them.with a positive view of the organization.  Sometimes, you can get them to rejoin or become a patron member, etc.

Basically, it's not letting people drop of the roster without talking to them about it.

At that point you are the retention officer and not the recruiting officer. Check your rosters, see who is coming up for renewal and start asking them about their intentions. If they haven't shown up in a while, that's the exit interview, but if they're still active in the unit, this is the time to ask what their intentions are and counsel them about alternatives to their current assignment.

If you're a recruiter, successful at getting people to join up, than retention is key to unit growth. Otherwise, your unit is a revolving door and you are spinning your wheels.
