This sounds like CAP used to go by the Army regulations regarding Unit Citation awards - then finally converted to the USAF regs.

OK, for the finale:

In 1960, you could wear a UCA ribbon if the unit had been awarded one and you were a member.

In 1998, and onward, wear was restricted to those folks who were members during the award period.

In 2008, the 1998 policy was clarified so there was no doubt about the wear criteria.

I have three: two from CAWG and one from NER, all properly documented.
