Title: What is the best way?

What is the best way to interpret all the regs? I mean, if something is unclear, what is the next step to take without breaking the chain of command, or chain of communication? There are some units out there who do not like to go to the next higher echelon. So what is to be done when there is something that is unclear in a reg? As an Admin/Personnel officer, I've been faced with this problem many times. I have been instructed a few times to contact NHQ DA, but there isn't always a response. So what to do?

Try the Knowledge Base and see if your question has already been answered.  Ask the SQ/CC, they have some lattitude in how they interpret some passages.  Call the Group or Wing Admin person and get their opinion, just let your SQ/CC know what you are doing.  Ask your question here and get 300 different opinions...

I've found the knowledgebase to be insufficient with some questions. Of course, I don't do Admin/Personnel like I use to, but now being in ES, I think it's crucial to find the correct answer so there are no incidents that could have been avoided. I've also found it rough to go to the higher echelons because it looks as though the commander, or whom ever has no clue as to what they are doing.

Well just because the commander is commander, doesn't mean he/she knows everything. Not knowing one answer certainly does not mean they don't know what they're doing. But you are right that questions about ES are crucial.

The first thing I do is to read the regs. Then I read them again. Next I read them a third time, this usually clears things up. If that's not enough I either ask someone with more experience, usually an old friend of mine at a previous squadron, or I come here/CS and ask my question. So far I've not had to go up the chain of command, but if I do, it certainly shouldn't make anyone look as if they don't know what they're doing.

I completely agree. The best way to learn things is to ask questions. I also agree that just because someone is the commander means that they know everything. The only possible way to know everything is if you write the policies. I guess it helps to make friends at higher levels ;)
